PRESIDENT’S ANNUAL REPORT OPENING REMARKS 2023

As the President of HEFMA, I’ve been very privileged to be leading a benchmarking process with institutions of higher learning across our country and institutions from other continents. Through this association several university staff have benefitted from the sharing of knowledge and expertise made easily available through various platforms and engagements HEFMA provides.

For the first time, HEFMA hosted a strategic session to plan all the activities for the upcoming year and address institutional matters as well as set goals and objectives to ensure a smooth operation of the HEFMA association. During the strategic session, discussions were held around proposed various changes and assistance requested through the Advisory committee endorsed by IF members to address the following:

  • Clarification of Roles and Performance Monitoring & Evaluation
  • Amendments to the constitution and/or by laws
  • Code of Ethics / Conduct


The request was completed with success by the Advisory Committee; however the report is yet to be presented to the IF members during the 2023 HEFMA Conference.

In 2023 two students were able to receive the AUDE scholarship to attend the AUDE summer school programme in the United Kingdom (UK) this cements the partnership between HEFMA and its strategic international partners. HEFMA creates a platform for an exchange of ideas and collaboration that will enable us to better prepare for the drive from National government into having smart green campuses while reducing the carbon footprint caused by our institutions in line with Vision 2030. It is important that the HEFMA platform is well informed and actively participating in the innovation initiatives across the world.

With efforts around the world to reduce the carbon footprint of large consumers an emphasis has been placed on assessing and addressing the sustainability of utilities within large institutions and how they are managed. HEFMA has provided various workshops throughout the year and remains focused on providing knowledge of this pressing matter. Sustainability can be achieved by larger institutions attempting to be self-sustaining and non-reliant on municipal services.

HEFMA has expanded its reach of engagement to include Technical Vocational Education and Training (TVET) Institutions and re-engaged with previous member institutions to re- affiliate and be involved in the process of ensure that all institutions of higher learning align with guidelines from Department of Higher Education and Training (DHET) on facilities and infrastructure delivery management. DHET has pledged to assist TVET colleges with affiliations fees to ensure they participate in HEFMA Facilities and Infrastructure benchmarking processes.

Through this annual report you will gain insight on the multiple activities HEFMA has undertaken this term. HEFMA has organised various meetings EXCO across different regions to ensure visibility and participation. As the President of HEFMA, I thank you all for your commitment and participation throughout the year and look forward to a renewed spirt of collaboration. I also wish to thank all those who have worked tirelessly to support HEFMA during preparation and execution for all our objectives throughout the year.

I have been privileged to have been a member of HEFMA for the past 22 years and served on the HEFMA executive since 2017. While I need to thank the team that worked so hard during the past few years, I would also like to acknowledge the founding members – Mr Stan Dennis, Ferdi Pieterse and Robert Quinn who transformed TiMCON into HEFMA in Cape Town 2001

There have been many highlights that was one being the Break away in 2018 in Stellenbosch. The second the Online Conference which had to be hastily arranged in Stellenbosch in 2021 due to the COVID pandemic. Finally, the next physical conference in 2022 which Stellenbosch University could not host in 2020.

Despite all these challenges of COVID, Fees must fall and the Insourcing challenges. We were able to whether these storms and transition into online both locally and with our international partners to increase contact with members with the regional visits.

To promote Initially this was quite an adjustment and frustrating for many members and our meetings with international which partner took place in the early hours of the morning due to time zones across the world.

A special recognition to Lindo who drove the Professional Development and Training Portfolio and reach a larger group of members while delivering value as detailed in our mission. We also established various Work groups The Utilities Systems Collaboration Committee and training on EPC.

We had a special conference in Namibia in 2018 and we were able to set up the special AUDE Bursary Sumer School scheme in which AUDE sponsored one aspiring Director of Estates to this training program. We were immensely proud that Maureen of UFS and Avi of UCT were the first recipients of this bursary see video of their visit ll and the Insourcing challenges. I had the great honour to visit TEFMA in Australia with Maureen and Israel who were able to join me at the TEFMA Conference in September 2022. View presentation

This was a great conference with the focus on Utilities, Data management, Sustainable Timber buildings and many more - see more detail on the videosee more detail on the video

I was able to visit several Universities in Australia from Sydney, Brisbane and Melbourne with several lessons learned. In my humble opinion the Estates and Facilities departments in the Higher Education sector in South African are equal to these institution despite our resources challenges.

In my time in office, we were able to formalise many relationships with SAFMA, SAAMA, Green Building Council of South Africa as these are key stakeholder in the Facilities management and the Built Environment in southern Africa, I would like to thank them for their participation and contributions.

I wish to thank all previous presidents with special note of mention to Dr Joe Manyaka and the Executive team who navigated 2020 and 2021 during the difficult Covid and lock down times. I also wish to thank Israel, Maureen, Lindo and the Executive Team of 2022 and 2023 for their consistent hard work.
